IT Spending Outlook Still Uncertain

CIOs will continue struggle with iffy budgets throughout the rest of the year, according to a new poll conducted among 900 CIOs by Gartner Executive Programs. Released in mid-June week, results showed an expected IT spending decline in 2009 of about 4.7%. Figures were compared to a similar poll conducted at the end of 2008.

Questioned in March, the CIOs in the pool of respondents are responsible for more than $77 billion in IT spending.

46% of participants reported that their 2009 IT budget had changes since it was finalized.

Compared to the 2008 poll, which showed CIOs predicting a 0.16% increase for 2009, this poll showed CIOs reporting a 4.7% decline for 2009 spending.

More than 90% of CIOs who changed their 2009 budgets made a reduction in the first quarter, 7.2% on average.

First quarter reductions were spread equally across geographic and size of organization categories.

Approximately 54% of CIOs reported no change in their 2009 IT budget.

Only 4% of CIOs said they will increase their IT budget in 2009.

The percentage of CIOs with a contingency plan for spending during the remainder of 2009 more than doubled compared to last year……but only 56% of CIOs with contingency plans believe they will need to use them.

Average budget change in 2009 by industry:-Healthcare: 2.2% increase-Professional services: 10% decrease-Telecommunications and high tech: 10% decrease-Manufacturing: 8% decrease-Utilities: 4% decrease-Financial services: 4% decrease
