Top 7 Priorities for Federal CIOs

After a comprehensive interview of 40 different federal CIOs from across numerous agencies, TechAmerica recently compiled its 20th annual report detailing the challenges and priorities among those in charge of our federal IT infrastructure.

The following seven priorities take precedence in the CIOs' minds as the biggest issues in the long term. They're ranked in order of priority, along with a summary of survey respondents' and TechAmerica's thoughts on each.

Cybersecurity

With a surge in malicious attacks on the government and cyberwarfare heating up, there's no wonder this is a top concern. Several key initiatives include FISMA reform and identity management improvements.

IT infrastructure

With the prevalence of dated technology that's costly to operate and maintain, a lack of standards and impenetrable silos between application systems, infrastructure concerns remain a hot topic.

IT workforce

The slow nature of government recruiting and a lack of HR understanding of IT leaves many CIOs unable to get their pick of the workforce litter before companies swoop in to hire the best and the brightest.

IT management

Basic IT management processes--including capital planning and investment control--are fairly mature, but CIOs believe improvements in governance and project management are still in order.

Efficiency and effectiveness

Federal CIOs are most behind efforts to streamline systems that have direct interface with citizens and other constituents, including improved Web-based interfaces and back-office integrations that reduce complexity.

Performance management and accountability

With such a heavy emphasis placed on compliance, rather than on results, CIOs believe that the government needs to improve how it makes agency IT shops accountable for their operations.

Acquisition

A basic "blocking and tackling" issue for federal CIOs, acquisition improvements remain paramount to minimize the time gap between when a need is identified and when its solution is made available.
