Office buildings fall short when it comes to taking advantage of smart technology to reduce power and water consumption, along with other ways of supporting green policies, according to new survey findings from IBM.

70% of all power in the U.S. is consumed by buildings - and half of that energy use is wasteful.

$277 billion: estimated value of green buildings market by 2020, up from $144 billion today.

Only one-third of workers surveyed describe their office buildings as "environmentally responsible."

Just 27% say their buildings adjust environmental controls, such as light, climate - based upon occupancy.

40% in L.A. say their offices use smart tech to adjust light, climate according to room population - the highest among any city.

293 buildings in L.A. have the Energy Star label - tops in the nation.

14% of respondents nationally say their office buildings use renewable energy.

31% say their offices use water-conserving, low-flow toilets.

Barely 50% say there's a place to park and secure a bike at their offices.

About 66% in Denver, Minneapolis, and Seattle say they can park/secure bikes at their offices - tops in the nation.

Only 35% in New York say they can safely park bikes at their offices, the lowest national percentage.

Other cities scoring high for "smart" environmental tech buildings: San Francisco, Boston, Atlanta.

City that scored the lowest: Phoenix.
