IT budgets will only rise 0.5 percent worldwide this year, Gartner finds in its survey of 2,335 CIOs.

Although IT budgets will only increase by a modest amount, CIO budgets, in terms of actual spending, are expected to jump 46 percent this year over 2011 figures.

So, where will all that cash be heading? According to Gartner, 61 percent of CIOs plan to improve their companies' mobile functions over the next three years.

Gartner finds that just about every company wants to be "above average" in their respective industries when it comes to mobile functions, and competition could rise significantly this year.

On the business side, CIOs rank increasing enterprise growth as their top priority, Gartner finds.

Overall, the second-most-important business priority this year will be "attracting and retaining new customers."

"Reducing enterprise costs" is the third-most-important priority among CIOs this year, Gartner revealed.

Not surprisingly, the technology priorities don't quite align with business goals. CIOs say that their top technology priority is "analytics and business intelligence."

"Mobile technologies" and "cloud computing" are the second- and third-most-important technology priorities this year, according to CIOs.

Business expansion and security are the least-important priorities for the business and technology sides, respectively, Gartner found in its CIO survey.
