Does leadership development work?

Even though their effectiveness is questionable, leadership programs have broad support. The overwhelming majority of CIOs would like to offer more leadership
programs to their staff, even though only 57% currently pay for such programs – five points fewer than the number in our October 2003 leadership survey.











But are these programs effective? CIOs say they are, yet only half believe the IT staff members who take these programs emerge as better leaders. Even worse, over 60 percent of the primary target group for these programs—IT executives below the CIO level—dispute their effectiveness. This is too big a problem to ignore, even if better than three our of four business executives are pleased by the impact these programs have on IT staffers who go through leadership development program.
